I've never seen a seminary with lesser Ph.D. hours than D.Min hours. And seminaries wave the 3 year requirement for FAR more than 10% of its D.Min. students
Get a doctorate which those in academia recognize as a research degree.
Do the work and get the degree. Not the other way around.
The program I am in required me to have woprked three years in the field. The dissertation alone is 12 semester hours. The program is a minimum of 64 hours. My program is 80 hours.
One thing to consider is that many have left and are leaving the pastorate to pursue other avenues of employment. Many churches are dead and dying. There is an overabundance of those with doctorates wanting to teach in a seminary.

The Ph.D. program is from 96 to 100 hours beyond a Bachelor's Degree.
The D. Min. (at BJU) is 30 hours above and beyond a 'standard' M.Div., which normally runs from 88 hrs. (SBTS- one flavor; others there run up to about 100) to up to 100 hours, itself.
Some schools, such as DTS do not have an M. Div. program, but a Th. M. program, a four year degree, of some 128 hrs or so.
So there is at least one that I'm aware of.
Others, I cannot speak of.

AS Concordia has a Seminary at Ft.Wayne, and it is LCMS ("Lutheran Church" - 'Misery Sin-odd', 'er I mean "Missouri Synod"), that is probably what you are looking for.
