I'm with Daisy on this one.
Sadistic tendencies tend to crop up during initiation rites.
If that frat were anything worth its salt, they should have informed the neophyte of the rules.
Once the neophyte says yes, and goes along, it's his decision.
Too bad the inititators got sadistic.
The frat I joined always had two initiation moderators present during the "paddling" sessions.
None of our members sport the usual cigarette burns between the thumb and forefinger that other frat members had, nor did we miss more than a day's class because of sore behinds from the paddling.
And we had a full semester's initiation, not four nights, that culminated in the last two nights of slapping the face, flicking the fingers at one's nose or ears, everybody yelling at you to quit now, the paddling, limited to four "from the sky" blows, and finally, the acceptance where you were given the hand signals, the frat handshake, and the ring.

Because ours was a service frat, not a gang frat, like most new frats have become, where membership is measured not in your determination to be part of the brotherhood, but in your level of pain toleration.

Hazing and rites were done actively during weekends only, but you're an initiate the whole semester, and at anytime an upperclassman, usually called "master", can call you to his dorm to do his laundry for him, or stand by his bunk and make sure no one comes five feet of it, or sing a lullaby for him.
I've been made to dress like Michael Jackson, white gloves and all, for a week and go to class and to bed that way.
Very little physical contact until the last few days of the initiation.
The physical part kind of just seals your entry.
Everybody went thru the same process before earning the full rights and privileges of brotherhood.
You're expected to do the same.
The "from the sky blows" weren't really that hard, considering there were moderators around.

It was fun, but not painful.
